The City of Summerville is seeking to hire a qualified City Manager. The City of Summerville, population 4,500, is the county seat of Chattooga County, which is nestled in the foothills of the Appalachians in Northwest Georgia.
The City Council appoints a City Manager who serves as the Administrative Head of the Municipal Government. The City Manager will report to the Mayor and five City Council Members, who are elected to staggered four-year terms.
The City Manager’s office provides centralized direction and leadership for the effective administration and operations of all municipal services for the city as directed by the Mayor and Council and serves as the focal point for the management of the city service departments.
City services include fire protection, police/public safety, recreation, water and sewer treatment and distribution, natural gas, main-street programming, street, and sidewalk maintenance, garbage and inert material collection, and administrative services.
Responsibilities include: preparing the annual budget, providing leadership and direction in the development of short and long-range plans, advising the Mayor and Council of financial conditions and current and future needs of the city, and monitoring and ensuring compliance with state and federal regulations. Government accounting and financial experience is a major component of a successful applicant.
Desirable Knowledge, Skills, and Abilities: Comprehensive knowledge of government administration principles, comprehensive knowledge of the function of and interrelationship of all city departments. Possess skills in the presentation of ideas, both oral and written. Ability to prepare, analyze, and interpret data reports. Knowledge of city codes, ordinances, resolutions, policies, and guidelines regarding city organization and operations. Ability to work with Mayor, Council, and the public.
Qualifications: Minimum qualifications include a Bachelor’s Degree or a Master's Degree (preferred) in Public or Business Administration or a related field and progressively responsible experience in city/county government finance, management, planning, procurement, or equivalent experience.
Salary: Negotiable, dependent upon experience and qualifications

Date: December 08, 2022 Statements of Qualifications (SOQs) are being requested from Engineering Firms with a strong record in successfully assisting local governments with general engineering services, including but not limited to, preliminary engineering reports, design, and construction administration of Federally Assisted Projects. Responding firms should be qualified to provide general engineering services for an assortment of water and wastewater projects utilizing federal funds pertaining to water supply, water treatment, wastewater treatment, water distribution, wastewater conveyance, lead and copper, or other miscellaneous systems related to water and sewer. The City intends to contract, within a year from the date of this notice, a reputable Engineering Firm for engineering services for Federally Funded Projects. This procurement could include funding from Community Development Block Grants (CDBG), Employment Incentive Program (EIP) Projects, Georgia Environmental Facilities Authority (GEFA) Projects, Economic Development Administration (EDA) Projects, United States Department of Agriculture (USDA), American Rescue Plan Act (ARPA), Bipartisan Infrastructure Law (BIL), and any other federally funded project in compliance with 24 CFR 570.489(g). This procurement action may also lead to additional project contracts and/or contract addendums for general engineering services, for State and Federally funded projects. City Manager Candidates announced
Storms from Hurricane Irma
The projected path of Hurricane Irma has the remnants of the storm coming into our area. Heavy rainstorms and winds can be expected during this time. During heavy thunderstorms power outages and localized flooding can occur.
The Summerville Police Department recommends that drivers only travel on the roadways when it is necessary and safe to do so. If it is necessary to drive during these inclimate times, the City wants to drivers to exercise caution and keep the following information in mind.

Power Outages
Power outages often affect the traffic lights at intersections throughout the City causing them to be inoperative or revert to a flashing yellow or red mode. When a driver comes upon a traffic signal that is not operating properly that the following rules apply:
At an intersection with an inoperative traffic light, drivers are required to stop in the same manner as if a stop sign were facing in each direction at the intersection. (In other words, treat the intersection as having a four-way stop.)
At an intersection where a traffic signal is flashing red, drivers are required to stop as if at a stop sign.
At an intersection where a traffic signal is flashing yellow, drivers may proceed through the intersection with caution.
Additionally, when power outages occur, street lights may be inoperative. Watch out for pedestrians or roadway obstructions along these darkened roadways.
Localized Flooding
The following are tips for dealing with high water on the roadways:
A driver, especially at night, has no idea how deep the water is or whether the road underneath is still intact. Pay attention to “Road Closed” signs.
Remember that it takes only two feet of rushing water to carry away most vehicles. This includes pickups and SUVs.
Avoid areas that are likely to flood, including dips, low spots and floodplains; always heed flood warnings, instructions from emergency officials and public safety officials directing traffic
